I seldom count the change unless its a substantial amount.
As for minimum wage clerks having to pay shortages at the end of the shift, I have issues about that.
Years ago I worked a midnight shift at a local gas bar - and for a while the station owner tried making it policy that employees had to pay any shortages in the till from their own pocket.
"Fine," I said. "But I want the dividends whenever the cash drawer is over-balance at the end of the night." Naturally he wasn't willing to do that. I rallied the rest of the employees and we all told him the same thing. After a while he relented and didn't try enforcing employees to pay shortages.
Unless its a large amount (or happens on a consistent basis) - I can't imagine a company being so cheap and petty that they'd try and force people to pay out-of-pocket.
