I think the info here is something that is really interesting.
VISA itself claims that the regulations are VISA USA which makes IBILL, CCBILL and Epoch liars.
VISA International doesn't know the answers and has to research it. This leads to the conclusion that the cospiracy theory mentioned in the article is in fact a real threat to the industry in the US.
It seems that you should run from any biller that processes in the US and get an international one. Handing the information to a company that is known to have given info to the government is no option in my opinion.
