It could certainly be done with photoshop. Take two photos one with the dress or skirt on and another with it hiked up.
Make a selection of the exposed butt, copy and past it to a new layer on top of the fully clothed one and then reduce the opacity of the layer.
That would make it look like you were seeing through the skirt.
Or...maybe it's those real neat x-ray glasses held in front of the camera!
