Rumor has it the sniper wants $10 million. Should the police make any negotiations, or is negotiating with "terrorists" supposed to be out of the question?

I say no negotiating because
-He shouldn't get rewarded for what he has done
-It might make others think it's a good way to make millions
-He might take the money and then keep shooting people!
