I think what hitman is saying which may be true (and which would mean that most people are simply STRETCHING a statement to doomsday proportions) is that VISA is rolling out their 3D billing which requires a secret pincode and prevents anyone from disputing a charge (since the code is verified direct by VISA...or something.)

However as I believe Clay said this will only be available on 3D enabled gateways, implying it is not REQUIRED but it is optional. If VISA users suddenly don't want to sign up to pornsites because they're not 3D enabled I will be very surprised. Surfers will enter their details nearly anywhere, as evidenced by the widespread fraud throughout the internet; those Russian carders don't steal statements out of the mail!

3D will be good for merchants selling products, eliminating fraud. IPSPs and people who have shitloads of rebills probably won't go out of business any time soon, since as you mentioned VISA has huge clients like AOL, Earthlink, AT&T, etc who all have monthly billing without verification. Hell I think my insurance company offers that option!
