The problem with privatizing "social goods" like welfare is that inevitably private charities cannot meet the demand. Then again, it may push a large chunk who just want easy free money to work and the charities would still cover the ones who are in desperate need.
The problem we can't be too harsh on welfare is that the majority of the people on it are on it 1) temporarily [due to recent divorce, etc] 2) are children.
