Or take it the step that the college loans take. Anyone that has a drug conviction is usually turned down.
Personally, if you have to resort to getting welfare, then a drug test should be part of it. I also think that IF the government has to give out money, perhaps a bit more in planning might be benificial. Not just, here is your money, go now, but, "okay, lets work on getting you a job, lets help you set up a budget." kinda thing. Or those that commit to a drug screening get a stipend, or something.
