I used to play with rentacoder. Was quite good, but can be time consuming. Maybe try irc?
pop into a channel relating to programming, ask for someone who knows fortran with time to help, with a comment about will paypal them money, and I'm sure you could find someone to help you in real time. (I would, but I have no clue about fortran)
