No it doesn't.
It does not give that impression at all. And the government really doesn't care, but wacky religious people controlling the votes care and no matter what we do right will not matter becuase, Jesus told them we should be shut down either way.
By the way I have actually taken a case to the Fedral court and won a cash settlement for a chilling effect.
