They weren't expecting such a swift and harsh response because of the hard time Israel had occupying Lebanon in the 1980s. Unfortunately, (for Hezbollah, the Lebanese and anyone else who's become cannon fodder the last week over pointless fighting that's been going on anywhere between 30 and 5,000 years) Israel just got a new PM who can't afford to look weak and thus the endless cycle of violence continues.

It never been a great idea to release criminals. Anyways this is quite obvious that Hezbollah or any other terror organization can't hold cards that can endanger civilian lives and in this particular case they were holding huge amounts of this cards against over 2,000,000 israeli people.
