It was more of a similie than an anology however the point is not that whether it is an anology or not but the reference you used. You did not state its 'like asking a bird not to fly' but referenced it to dogs - a subsconscious belief that jews are more comparable to dogs which has a more negative connotation than say birds ie 'dirty dog' 'she was a total dog' and so on.
