Most people want what government offers but not all of it. Most people accept, though maybe at least a little grudgingly, the fact that they have to contribute to everything a government offers in order to receive the benefits in particular that they want. The contract
between government and people is voluntary. Many people in the world have the opportunity to not accept "the contract" at any time and emigrate.
Slavery implies bound servitude. You ONLY pay taxes if you make money. Most governments don't require people to ever work for the state in any manner - excluding those governments with conscription or that occasional jury duty. I hardly consider that to be slavery.
