You're talking about a different class of women then in the USA.
In the USA it's all about life style. In places where people are active and health is a concern they naturally look better because they naturally live better.
Also warm climates tend to make people eat less and be more active. What's the incentive to diet and exercise out doors if you're going to be wearing bulky sweaters all day? Sure there's the health thing but if everyone is wearing short skirts and showing off their bellies in places like South Beach then chicks have a major incentive to stay in shape if they want to get a date.
