Generalisations about raping and killing by minors is too easy and unqualified. Children do not "generally" run out and kill or rape others - there is a background - and usually one of abuse by adults, whether they are parents or other parties.

Till the US gives US children the same rights afforded by all other countries (excepting Somalia) under the Convention on the Rights of Child, no offense, but there is no relevant opinion or qualification to talk about others.
