I think that's part of it. Another reason is that women in the same area tend to have a lot of the same genetic/racial/family heritage so you'll see a lot of resemblance between women from the same city.
Where I'm living now, for instance, there's a lot of Dutch and French influence and I've noted several characteristics that seem to occur a lot more than in other places I've been. A certain type of nose, for instance.
