Your sponsor might be able to tell you more what is going on with the emails that come in for declines, if he is getting those. When ccbill decline they do have different types of declines from soft to hard where the user can try another card or if your sponsor is using cascading billing they can move the surfer to the next billing company.
If ccbill hard decline that is due to that surfer making a chargeback before he will get a hard decline, which is a stop for the surfer, this is typically when we see 3 decline emails come in all at once, if you are the program owner.
It?s in ccbills interest to process cards, that?s how they make money and they don?t of course want chargeback?s so their scrub is good and for the right reasons.
I don?t think your poor ratios are down to ccbill and their scrub.
