When he saw the cop hit his brakes he just floored it and took off. He pulled his car into the garage and about 10 mins later the cops were pounding on his door but he didn't answer.

3-4 days later he got a ticket in the mail for 100+ in a 30 mph zone, driving to endanger, and failure to stop for the police. Now, my question is can the police do that? I know they didn't see his plate, they never pulled behind him but they know he was at the restaurant because they went into the restaurant and got the receipt that had his name on it.

anyone have this happen to them and successfully defended it?
your friend is an asshole and a danger to society.
and don't you mean he pulled into his mom's garage?
generally only teenagers do that kinda bullshit.
