bingo. i think sex-ed should be 9th-12th grade, every year, as a mandatory class. i think in my health class, we had 2 classes on sex ed. thats it. and no condoms were handed out.
i think alot of it is that teens arent prepared (with protection) and/or feel embarassed to go buy condoms (or maybe not a dime to their name to go buy one for a buck.) Think about it: most female teens would be scared/embarressed to buy condoms and probably even think that a guy would have one anyways so whats the point? And most males dont like the feeling of condoms and being young and stupid, wont care to buy some.
we need to put (more than one) condom in the hands of both females AND males, every year. Let's face it, kids in 7th & 8th grade are already having sex. Let's get over that initial shock and start helping them not to get prego and spreading std's all over the place, and possibly to their unborn kid(s).
