I am getting feedback that Foreign webmasters are now exempted from paying the $750.

If this is true, then it would be a strong indication of tighter policy regarding webmaster location. Since there would be no $750 fee to refund, they could make wide sweeping rejection of foreign wemasters without USA presence.

READ BETWEEN THE LINES!!!!!! Can you imagine an american company missing an opportunity to charge someone $750, unless that company already knew they were going to have to refund it!!!!

The foreign webmasters who register without US presence are at very high risk of being REJECTED by Visa's yet to be announced new tighter policies.
