It's because the termination they are using for some 3rd world countries has a low settlement payout. Most dialer and audiotext companies use either Antigua or the United Kingdom for a termination for countries like Croatia. Usually the webmaster gets no more than 2 to 3 cents on those countries because low settlement amount with the terminating carrier and because the call isn't that expensive to begin with. The United Kingdom is a very cheap call and can be called from all over the world.

It has nothing to do with high chargebacks or anything.....because in most cases there are no chargebacks on international calls. If a person doesn't pay their phone bill in most countries....they get their phone disconnected.
