A processor applies their own rules to determine whether or not to take a chance on enabling a credit card (or other) transaction.

Different processors have different rules.

Some take many things into account (country, matching names/addresses, etc) and are very careful (ie. pass on more potential sales than others might).

The idea is to find a balance between chargeback ratios and sales which keeps everyone in business.
