The "foreigner" was living in the US and operating a mail order business from Florida sending "fetish" videos by mail in contravenion of USC 1461 and 1462. These are the main offenses. He operated a business known as Lexus Multimedia where he is the president. In addition, serveral of his domains were hosted in the US. If that does not qualify for compliance of US laws - little does.
This is not a case of a foreign webmaster being obliged to comply with US domestic law when there is no business presence, hosting or residency within the US. If this idiot never operated in the US - there is no grounds for any charges or extradition (would be laughed at - for better or worse).
