This is not a case of a foreign webmaster being obliged to comply with US domestic law when there is no business presence, hosting or residency within the US. If this idiot never operated in the US - there is no grounds for any charges or extradition (would be laughed at - for better or worse).
There was recently a case with some employees of a casino based in UK and registered on the stock market too was travelling and had a middle landing in USA, when they landed to change plane they got arrested, even though they where all foreigners, was not hosting in USA nor having their company in USA. They just accepted US customers
Cant remember where I saw the link, but there was a pretty big article about it, their stocks took a pretty big dive.
Reason they got arrested is that it is now illegal to accept money from a US person if you have a casino that is not located in USA.
This could probably happend to extreme porn too (such as scat, beast, fisting, watersports) might also include anal as that is obscene in some states as far as I know.
