A Muslim country where many consider bin Laden a hero. Also, the hijacker Mohamed Atta's source of funding was reportedly the Pakastani Intelligence agency (ISI). Lt. Gen. Mahmood Ahmed ordered Saeed Sheikh to send $100,000 to hijacker Atta. You can't rule this out as being possible Indian propaganda, but much was reported on this money trail and ISI/Al-Qaeda connections by associated press before the Bin Laden "confession video" hit in December 2001.
