We sent it to either our program (which doesn't require cookies to track, but will use them if they're available) or Free Ezine Bucks... the latter typically works well for us directly off the TGP for no-cookie traffic.
We send to one of their multi-site FPAs and let the surfer pick... like this;
http://www.heathershoneyz.com/nocookies/ since they don't need cookies either.
Just find a good sponsor who doesn't require cookies to track (<spam>like us</spam>) and away you go :D
