Actually, there is a good chance he could.
Many years ago a friend was in the business of providing illegal substances and he used to have his brother fly back and forth across the country making deliveries. One time he got caught in PA.
While he was awaiting trial he was raped. As I recall, they ended up dismissing the charges as part of a deal to eliminate the pending lawsuit. This was 30+ years ago, so the details are a little foggy.
