i've found the answer by playing around with it, here it is the answer:
in IE7 when you use "fullscreen=no" it will ignore other given properties, e.g: "toolbar=no", "menubar=no"
seems the code I was using wasn't the one I pasted and it DID had "fullscreen=no" in it.
