My thoughts on this... it kind of works. I know first hand because I used to do it about a 16 months ago when Google's ranking formula's were rather slow and inept. Then this thing called ethics started to kick in. This techniques leads to very temporary traffic. Say you get the number one spot on a domain name that expired in an unrelated category. It will be a week or at most 3 weeks before your delisted. It's not because DMOZ editors are lazy, but rather your competition that will rat on you to Google and you then get the ban.

Rather than getting your domain or IP block banned, it's better to develop quality domains and build your traffic. There are categories in DMOZ (Adult) which have good PR boosts and its easier to get listed there than playing the 1-3 week game. I have some listings on DMOZ that have been there for over a year and I still get traffic from those and from the Google boost they give. So if you want to jump from domain to domain every month, be my guest. I prefer to stay in this business in the long term, for years, not 1-3 weeks. You won't get much repeat traffic if Google changes their algo.
