Reading comprehension goes a long way.
The only thing that was said was that if the second amendment didn't give the right for individual citizens to bear arms (as was ruled by the 9th) then that was a power relegated to the
states.
Ever read the 10th amendment???
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. "
