To me morals are making a choice between doing someting that is not illegal. If you do something illegal, I think it is simply illegal, not unmoral. Like abortion. It is legal but someone may choose not to do it because of their morals. Or scamming someone. I don't think choosing not scam someone is not a moral issue, I think it is more of an issue where you choose to follow the rules/laws.
Maybe morals can be more narrowly defined as right vs wrong, but then your "beliefs" would be the wild card. What do you believe is right and wrong.
Everyone is going to have different opinions on that.
