You don't think they could have caught him by now if they wanted to? C'mon. bin Laden is a lot more valuable to the Bush admin on the loose than if he were captured.
McVeigh was caught the same night of the OKC bombing, here we are more than 5 years after 9/11 and Bush acts like he doesnt even exist.
