Account wagering has been illegal in the US for more than a few months. It is, and will continue to be, the cornerstone of the legal and criminal cases that come to trial.
You can bet all you want to -- you can play poker -- you can do whatever -- without account gaming. Once you deposit money into an account, or have an account created that would store your winnings and allow you to bet with them, you have then created an account.
That is illegal.
