You are about 16 months behind the news on this one. Yes to all your questions btw. Some areas of the city are 100% back some will probably never come back. If you took I-10 through the city then you drove through New Orleans East, that section will likely never come back.
Before thinking that nothing has been done here you should have seen what it looked like 16 months ago. This shit isn't going to be cleaned up over night, or over 5 years for that matter.
