New Orleans is the worst example yet of utter incompetence from prior to Katrina to months/years afterwards.
Even natural disasters more severe than Katrina in other parts of the world get a better response and recovery action - the fact that Katrina occurred in a "western country" with more than adequate resources and is still a disaster area is a damning indicitement.
There are no excuses - they are all pointless....
