Welcome to reality... nothing has more guarantees to get the US spluttering than another nation testing their systems....
Any nation can do what the hell they like in space - that includes destroying one of their old satellites. The Chinese or anyone else, never did need permission from the US to do this.
Of course Washington will launch a formal diplomatic protest - along with threats, sanctions and warnings - that's all they do on any subject.
The main concern here is XM radio....
