Makes no difference to the sponsor program - an affiliate can drive traffic to a site however they want - as long as it isn't fraudulent. It's no different really than paying google $X per click to drive traffic to a page with ads on it, it's simply a cost of acquirng traffic. Networks/Sub-affiliates, etc.. are very common in the mainstream world
