In my hypothetical world the bong and bag, ok it was not actually a bong. It was a two liter bottle with its bottom cut off and cap retro fitted for a bowl and lid. That was packed and then inserted into a 5 gallon bucket of water. You would then light it and slowly lift the bottle out of the water allowing the water suction to pull smoke into the bottle, very very dense smoke. Then in my hypothetical universe we would dump the now near yellow smoke into a large plastic bag and insert the kitty. Kitty would struggle at first then calm down. After about thirty seconds or so it would nearly fall over and then it was let out. It was watched carefully they entire time of course.

Upon kitties release it would stagger about and try to make it to the food dish or whatever smelled edible. It also may attack invisable objects and then in a few minutes would fall asleep. Then it was safe to actually groom the kitty and not face bodily harm. Kitty would be fine in about two hours or so. Yet very damn hungry.
