The reason why is not that retarded IMHO' Apple don't wants problems and wants to have an operating system that is perfectly matched for their machines, so this way they are sure that everyting works fines...
If they would "open" the door and let's say release a PC version of their OS, some would install it on some cheap shitty clones or old PC machines just to try it, then say that OSX sucks when it might be the computer itself the problem

The processors are the same... the difference between mac and regular PC hardware is that it uses EFI, instead of BIOS. EFI is modernized firmware, that isnt actually hack, built on top of hack, built on top of hacks like BIOS is.
Windows does not support EFI. Because of that, no PC's out there support it. I believe part of the reason apple chose it, was to make it more difficult to get OSX running on non-apple machines.
However, you can run Mac OSX on regular PC's if you have the right hardware. Check out the OSX x86 Project:
