I usually get by the "no toys" rule by telling them they're an actress filling a part and that toys aren't much bigger than the tampons they put inside themselves every month. That works about 90% of the time.

Here's how I do it. In the phone interview, I explain what I do, how long I've been doing it, give her some URL's to look at if she wishes and offer to give her some phone numbers of other models in case she wants to know what I'm like to work with. I tell her "I pay $150 for a session that runs about 2 to 2.5 hours. You'll get paid on the spot at the end of the session." The next stage is an in person interview (obviously, if it's a local girl, which it is 95% of the time). I take her on a quickie tour of my pay site, where she will see girls using toys. I ask her if she has any problems with toys. IF SHE DOESN'T LIKE THE IDEA, I DON'T ARGUE WITH HER.
Since I will shoot a girl without toys or even finger insertions, I tell her that's okay, but then drop the bomb that she will get more business from me and the industry the more she's available to do, so not using toys may mean fewer call-backs and if I have an exclusive client who wants toys, her name will not even come up.
She is almost certainly not going to change her mind at this time, so there's little point to arguing with her, though I think it's fair to ask her why she feels that way. Frequently, it's just that she doesn't want to be seen posing with something jammed in her pussy, and she's entitled to feel that way.
What I do is wait until the first shoot is well on its way and she is feeling more comfortable and less nervous. She's also had time to consider her marketability in the intervening days as well. Then I bring it up once more, but without ANY pressure: "Are you still feeling the same way about toys or will you give it a try?" and sometimes she'll be more open to it at that point.
One more thing: I always bring a small selection of toys to a shoot (and always in the original packaging!), in case the girl changes her mind, and if she's willing to take a look at what I brought, she will frequently see one that intrigues her. More than once a girl has picked out a toy I thought she would think of as scary or "too big." I'll never forget the 4'10" gal who seemed uninterested in using toys till she saw the selection, and then she chose and used the double-ended dong which I was sure would be her last choice.
Having toys along is also a good idea in case the girl who says she'll do toys forgets to bring hers.
