Frequently, it's just that she doesn't want to be seen posing with something jammed in her pussy, and she's entitled to feel that way.
What I do is wait until the first shoot is well on its way and she is feeling more comfortable and less nervous. She's also had time to consider her marketability in the intervening days as well. Then I bring it up once more, but without ANY pressure: "Are you still feeling the same way about toys or will you give it a try?" and sometimes she'll be more open to it at that point.
One more thing: I always bring a small selection of toys to a shoot (and always in the original packaging!), in case the girl changes her mind, and if she's willing to take a look at what I brought, she will frequently see one that intrigues her. More than once a girl has picked out a toy I thought she would think of as scary or "too big." I'll never forget the 4'10" gal who seemed uninterested in using toys till she saw the selection, and then she chose and used the double-ended dong which I was sure would be her last choice.
Having toys along is also a good idea in case the girl who says she'll do toys forgets to bring hers.

I'm lucking in the sense that my wife does the stills. Girls tend to feel more comfortable with her. We also never do anything with our models. So we never give off that "creepy we're going to get you alone and screw you" feel. I hear you on the what these girls will do,
