As a fellow coder though I can understand how hard it can be to code something that meets someone else's needs...however if the script overall was completely unusable for you, then either he should be willing to refund the money or offer to correct the script to a point it is functional the way you want it to.

Really it's all dependant on what you requested of him. Whenever I do contract work I always specify point by point exactly what I'll be doing and the cost for providing said features, should that change then the cost changes as well. That way both myself and the client are on the same page. How exact were you in specifying your needs to the programmer? Is it possible he feels that he filled his end of the deal whereas you feel he didn't? /shrug....
I disagree with you, Apollo. I think it is market forces that allow anyone to quote what they want. Look, I am a computer science guy and hard coder as hard as you get; I love coding with a passion, but I did learn one thing, I can NEVER EVER BEAT those poorer countries programmers would will always undercut mine. Right now, I have hired about 3 developers for less money then what they would otherwise cost. I have 3 developers on my payroll costing me only 600 per month; so I don't see why it is that hard to get a script done for only 500 bucks, don't you think so Apollo?
