Saw something similar to this a few years back, in rural Australia. They were offering fully serviced blocks (including made roads) for 50 cents each to try to encourage people to build there.
The locals were not too happy since it drastically pulled down the value of their existing properties...... newcomers could build a nice house for less than it cost to purchase a 50 year old shithole.
