Case in point - a few weeks ago we encountered some guy who'd parked his car directly in front of the doorway (on the pedestrian hashmarks) of a glass skyway walk that connected from an office building to a multi-level parking garage.
We got a call about a handicapped dude in a wheelchair who couldn't access his vehicle in the garage because the guy's front bumper was about a foot away from the doorway.
It took four officers to lift the guy (and his wheelchair) over the hood of the car to get him into the parking garage so he could get in to his elevator-lift van.
He was held up over forty minutes (after quittin' time) because of where this jerk had parked.
