I really don’t understand people like that. There is a fine line between doing your job and just plain fucking someone over on a daily basis. I agree that if you park somewhere like a handicapped spot you should get a ticket, but there are so many other situations where there should be some discretion involved.

While I can sympathise and understand your plight, where would you have that bylaw officer draw the discretionary line? He's not paid to make those decisions. He enforces what he's been told by his superiors to enforce. Once he starts making personal judgemental discretions - he invites complaints from others for playing favoritism.
