You might check with your local phone company and ask if they have metered service. Since I use VOIP and cell phones we had recently decided to drop our normal phone service. I called to cancel the service and they told me about metered service. Stepping back in time to when you paid per minute on calls. Since we experienced a nasty ice storm this year and was without internet access and power for days but phone was live, I went ahead and kept the normal phone service. The plans are free inbound calls and they charge you per minute on outbound calls. Hey since we don't ever even use the line felt it was worth the few bucks to keep it for emergencies.
If you want to do the call center thing seems that would be the simple and cheap answer.
