Uh, the first "regular" PayPal I got never heard of it either. Then he referred me to the "business development group" and they read me a document I also have in email, if you like I can find and post it.
Ken doesn't know what he is talking about. From what I have heard some people are paying the PayPal fee, and some aren't. When I asked the guy for the rule, he told me to write
