Windows Media Encoder Help Please!

Hi everyone,

my name is Shanda and I have my own site for the last two years now.
I have started to do my own edits with pictures and video so I have more control over things.
I am having some issues with the Windows Media Encoder, I hope you can help!

My question is this: I am using Adobe Premiere Pro for video editing.
I am saving in AVI and then wanting to use Windows Encoder to compress it.

It asks how do you want to encode Video:
DVD quality video at 1 Mbps VBR or at 2 Mbps VBR

OR

DVD quality video at 1 Mbps CBR or at 2 Mbps CBR

then it asks for how to encode Audio:

Cd quality Audio VBR
or
Voice Quality Audio CBR
or
Multichannel Audio VBR
or
Cd quality Audio CBR

It seems that my video looks really pixelie, if you know what I mean.
I am editing it at 720x480 and then wanting to go into Windows Media Encoder Properties and change the size to 640x480.
I know I am doing something wrong here but not sure.
When I am capturing video to edit it looks great but when I play around with these selections I am not getting the quality I want.
I hope some of this amkes sense to someone.
I would really appreciate your input and your advice.
