Supplying companies (Sponsored Merchants of IPSP's) with Bank Bins which are blocked would provide you no benefit as you are not supposed to collect any cardholder data, therefore you can't read the bin of the cardholders card and redirect prior to the purchase process.
Blocking bins within countries is a normal practice. Bins are used to identify banks, many banks have many Bins. Unfortunately some banks and the associated bins have different chargeback policies than other banks in the same country or region and they typically chargeback at a significantly higher rate, some of which chargeback with no contact from the cardholder.
