Like KK once said, if you have a credit card, you need to pay the bill somehow. You most likely have a bank account to send the check out of to pay the credit card bill...
Send the cc declines to an online check signup page, if that doesn't work, send them to a dialer/900, if they dont want that, you might be able to salvage the cost of the bandwidth they used to get through the tour by send them to a '4free' program that pays for emails
