I emailed some lady at an animal abuse website and she said this:

If the cat did not sustain any injuries, I do not believe anything will be done about it. Perhaps you would be far better off, slamming his email inbox with concerned letters.
Also you can go to www.aspca.org (American Society For The Prevention Of Cruelty To Animals) to complain and www.hsus.org (The Humane Society Of The United States) also. I gather this is an American Website, not Canadian. If Canadian, then go to www.cfhs.ca (Canadian Federation Of Humane Societies).
Lodge complaints wherever possible, pointing out that uninformed people seeing a video clip such as this, may make them think this is a Safe Practice, which of course, it is not.
